New government drug coverage for everyone under 25 years old in Ontario

The Ontario government announced that everyone under the age of 25 will soon be covered by the Ontario Drug Benefit (ODB) program. The new coverage will begin on January 1st 2018.

This is great news for parents with young children in Ontario. Commonly prescribed medications for children such as inhalers (puffers), liquid antibiotics, eye drops, some topical creams and ointments, among many others will be covered under the government's drug plan.

Even for those with private insurance, the prescription cost will go through the government's drug plan first and if the drug is not covered under ODB, then it will go through private insurance. This will make a difference for parents that have to pay for deductibles or co-payments currently. 

One of the commonly prescribed medication for children is Epipen, an auto injection device for emergency treatment of severe allergy reaction.  Epipen is currently not listed in the ODB formulary. Parents will likely have to continue to pay out-of-pocket or use their private insurance to pay for it. 

For youth and young adults up to 24 years old, commonly prescribed medications for acne and birth control pills are also covered by ODB.

 什麼是"原製造商(品牌 brand name)藥"和"仿製藥 （ generic drug）"?

許多新移民不熟悉什麼是加拿大的仿製藥(generic drugs)。配藥時，他們可能會因為不同的包裝，藥丸顏色，製造商的名稱感到驚訝。 他們可能是要求醫生開回他們以前服用过的藥物 ,但是看到藥房配的藥物與以前的藥物的外觀不同，他們經常問我們為什麼會這樣。

Information on 'brand-name' drugs and 'generic' drugs in Canada

What is a “brand name” drug and what is a “generic” drug?

Many new immigrants may not be familiar with generic drugs in Canada.  When they get their prescriptions filled at the pharmacy, they may be surprised that the pharmacist is offering them generic drugs instead of the brand name drugs.  In Canada, the company that first developed the drug will have the sole right to make and sell the drug for a certain period of time. This is called the patent. When the patent ends, other drug manufacturers are allowed to make and sell the same drug. These are called generic drugs and they usually cost much less than brand-name drugs.

In Canada, generic drugs have to be tested and proven to work the same way as the brand name drug before it becomes available for sale.   

Does ODB cover brand name medication?

When both the brand-name and generic drugs are listed on the Ontario drug benefit formulary, then the drug benefit will pay for the lowest cost of the two drugs. You can still choose to receive the brand name medication, however, you may need to pay for the price difference. For example, if ODB covers the generic drug price of $10 and the brand name drug price is $30, then you may have to pay for the difference of $20 out of pocket.

However, if you have tried generic drugs and had adverse reactions to at least 2 different generic drugs, then you can ask your doctor to fill out a side effect reporting form and request for "no substitution" on your prescription. The Ontario Drug Benefit will cover the cost of the brand name drug in this situation. 

What is a 'brand-name' drug payment assistant card? 

Some of the brand name drug companies provide a payment assistance card to pharmacies and doctor's offices to help pay for part of the cost difference between the generic drug and the brand name drug, if the patient chooses to receive a brand name drug. The card contains a series of code numbers which the pharmacist can use to claim payment online while filling a brand name drug prescription.  

However, not all brand name drugs have this type of payment assistance cards and in many cases, the payment may not cover the full cost difference between the generic drug and the brand name drug. 

Are all prescription drugs covered by the Ontario Drug Benefit? 

Sometimes people assume that any drug prescribed by a doctor will be paid for by the Ontario Drug Benefit. We often have to explain that there is a drug formulary that is regularly updated by the government, which determines if a drug will be paid for by the Ontario Drug Benefit. Furthermore, the amount that the government requires you to pay out of pocket depends on the type of Drug Benefit program that you belong to and your reported yearly income. Informing your doctor and pharmacist about recreational use of marijuana

This spring, the government will be introducing its legislation to legalize the sales of marijuana for recreational use. When you fill your prescription, your pharmacist may ask if you are using marijuana because it can cause moderate to severe interactions with some commonly prescribed medications, due to its active chemical ingredient tetrahydrocannabinol or THC. This chemical is the main psychoactive component of marijuana. 


Furthermore, there are health risks associated with this chemical, particularly in the smoked form. Therefore, it is important that patients inform their doctors and pharmacists about the use of recreational marijuana.

According to the Canadian Medical Association, marijuana use is linked to addiction, cardiovascular and pulmonary effects, mental illness, cognitive impairment and reduced educational attainment. There also seems to be an increased risk of chronic psychosis disorders, including schizophrenia in persons with a predisposition to such disorders. 

Children and youth are especially at risk of harm because their brain is still in development. Studies over the last 15 years has established that the human brain development continues into a person's early 20's. The Canadian pediatric society cited concerns that exposure to cannabis during brain developmental period causes greater adverse effects in adolescents compared with older adults, whose brains are fully developed. 

Although the Canadian Medical Association recommends that the minimum age for marijuana consumption to be set at 21, the federal task force report suggests that the minimum age to be set at 18, but in Ontario, it may follow the same minimum age for alcohol consumption which is 19 years of age. 


As marijuana becomes more widely available for recreational use, people will likely have more questions about its health effects and drug interactions. Make sure you consult with your health professionals if you are unsure about the effect it may have on your own health. Look for reliable and scientific sources when researching online about the health effects of marijuana.

Taking care of your skin in the cold weather

When the weather is cold and dry outside, it is easy for our skin to lose moisture and become dry, chapped and itchy.  At home, we might crank up the heat and take hot showers to keep warm. These can all further aggravate your dry skin.  Severe dry skin can lead to inflammation, wounds and infections. Here are some tips to keep your skin smooth and moist during the winter:

Use the right moisturizer

Skin cream and lotion can help re-hydrate the top layer of skin cells and seal in the moisture. It is best to apply moisturizer immediately after bathing or washing your hands because it will help seal in moisture while your skin is still damp. It is likely that you will need to reapply the moisturizer throughout the day, especially if you will be spending time outdoors.
